Tax treatment of Nonprofit Organizations

According to the ministerial circular 1059/2015, gross income for Nonprofit Organizations, which is taxable is the one that comes from a business activity (e.g. public performance, newspaper publishing, film projection, rent, interest on deposits, etc.).

On the other hand, members’ subscriptions as well as grants, donations which are considered as capital inflows, i.e lacking the conceptual features of income, do not fall under the concept of gross income to be taxable. Finally, the amount of grants provided to them for carrying out activities carried out by these entities reduce their cost.

Nonprofit Organizations are not exempt from business tax at the end of their fiscal year of establishment and of all the next years.

Interview: TIMA Charitable Foundation

The TIMA Charitable Foundation supports Greek nonprofit organizations dedicated to social improvement and places emphasis on ageing. The TIMA Charitable Foundation is a philanthropic organization which directs grants to Greek and Greek-related nonprofit organizations. The Foundation awards grants in the areas of social welfare, health care, education, arts and culture, and science. It funds nonprofit organizations that have demonstrated effective management skills and have achieved significant, long-lasting, and tangible results.

Mrs Valia Fragkou, Advisor at the TIMA Charitable Foundation answers HIGGS’s questions regarding the provision of funding to Non-Profit Organizations.

1. The TIMA Charitable Foundation puts empahis on grants in the area of ageing. Could you please tell us the reasons that led you to this choice? Have you ever considered to expand your activities in other fields of civil society?

Third-age is the Foundation’s main target group. Donations are also made to nonprofit organizations which serve other population groups, but on an annual basis the majority of the Foundation’s grants are directed to elderly people. The main reasons that led us to give priority to programs for elderly are the reduced availability of other funding sources and the complex/multiple needs of this group. International surveys have shown that more funding is directed to other groups such as children and that the elderly are not the priority. In addition, aging causes gradual impairment of the body’s functions, resulting in increased needs and difficulty in dealing with them. The Foundation, in line with its five-year strategic plan, intends to continue focusing on elderly without excluding other groups of beneficiaries.

2. Once you receive a proposal for funding, how long does it take to evaluate it and inform the applicant organisation?

The applicant organization receives notification when submitting its application within a few days. The request is either evaluated or rejected. The evaluation process starts immediately and applicants are informed about the rejected application. The main factor which determines the duration of the evaluation process depends on the time  the organization will need to collect and send to us the required documents. In most cases it takes three to six months to accept a grant proposal. The Foundation accepts applications throughout the year.

3. In addition to the financial support you provide to your grantees, are there any other ways you offer support?

When the Foundation provides a funding, its contribution is not limited to financial support. The Foundation considers the organizations as its partners and reinforces them in a variety of ways. In addition to providing information and networking, the Foundation organizes capacity building seminars for non-profit organizations. Such an example is the educational seminar “Efficient Management and Sustainability Tools for Long-Term Care Structures for the Elderly” by the Department of Political Science and International Relations, University of Peloponnese. The seminar focuses on daily management issues as well as on ageing matters, and it is provided to members of non-profit long-term care facilities for elderly from all over Greece.

Since 2015 the Foundation incorporates in its grants a service of reinforcing organizations. This service is designed in collaboration with specialists such as HIGGS.

4. Do you offer the total grant in the beginning, in the end or in installments?

The allocation of grant depends on the objective of the funding. For instance, in the case of monthly food packages, monthly payments are made while for the procurement of equipment individual payments are made. The payment is made by submitting the legal and relevant documents.

5. From time to time the TIMA Charitable Foundation has collaborated with other foundations that also fund and support the efforts of Greek NGOs. Could you please inform us on the major benefits of this collaboration, for both foundations and organizations?

The TIMA Charitable Foundation cooperates with other foundations in various ways. Collaborations may be developed for exchanging information about organizations or for co-financing, complementary donations and other financial initiatives. One example is the “Points of Support” program implemented by the TIMA Charitable Foundation, The John S. Latsis Public Benefit Foundation and the Hellenic Hope. The program provides grants to projects that aim to promote innovation and improve effectiveness in the field of NGOs.

Funding co-operations between foundations maximize social impact which is important for both foundations and organizations. In addition, these collaborations increase the funding sources and therefore organizations will not have to depend on one or a few donors. This practice contributes to the long-term sustainability of organizations. For foundations, collaborations contribute to the most effective fulfillment of their goals.

HIGGS Workshop in Thessaloniki: Accelerator for NPOs in Greece

We organized our Inaugural Accelerator Workshop on January 28th 2016 in Thessaloniki, at Manolis Anagnostakis Hall, hosted by the Municipality of Thessaloniki. The response of 25 Nonprofit Organizations to our first call and our interaction during the workshop encouraged us to keep moving forward with this new endeavor.

HIGGS Workshop in Athens: Accelerator for NPOs in Greece

Our first Accelerator Workshop in Athens was held on February 1st 2016, at the multi-event loft space “EVDOMOS”, which was attended by 63 persons from 47 Nonprofit Organizations, associations, organizations and institutions. We were pleased to receive positive comments after the end of the presentation and the shared view of the gap that HIGGS comes to cover.

HIGGS | Higher Incubator Giving Growth & Sustainability | was created on the initiative and founding donation of the Stavros Niarchos Foundation, with the aim of strengthening the Nonprofit Organizations | NPO | operating in Greece.

HIGGS’s actions focus on three main pillars, the Incubator | Incubator |, the Accelerator | Accelerator |, and the Point | Meeting Point |, with programs developed for the first time in Greece in a neoclassical building in Metaxourgio.

We believe that the ideas can become reality when provided with appropriate techniques and experience. We are here to help those who help, those ordinary people who have good ideas, intentions and willingness to offer to society”, says Sotiris Petropoulos |Director HIGGS|.

After the Bootcamp, the first Incubator and Accelerator participants attended training seminars | workshops | tailored to their own needs, which took place at HIGGS premises in June.

Organizations received training on the following courses:

Insight Out: Delineating “ActionAid Hellas”

25 May 2016 – Mr. Kouvaras spoke about the history, the philosophy and the valuable work undertaken by ActionAid while he presented, through a video, a prime example of the support provided by the organization to the poorest and most marginalized people to ensure they have rights to land and enough food to eat. |Watch the video here.|

The General Director of ActionAid Hellas shared with the attendees the overall strategy of the organization and discussed issues regarding the annual budget, the management of volunteers and fundraising methods.

At the end of the presentation, a constructive dialogue followed with many interesting questions raised by the NPOs’ participants.

Volunteer4Greece presents its work … at HIGGS!

21 April 2016 – Volunteer4Greece presented its work the last eight months with its funding from the EAA and Norway Grants and the We Are All Citizens program, managed by the Bodossakis Foundation.

In addition, Volunteer4Greece presented its actions so far and its plans for the future.

At the same time, Gerassimos Kouvaras, Director of ActionAid Hellas, presented the digital manual that he wrote with the support of the Volunteer4Greece team entitled “Volunteer Management – a 13-Step Trip”. This manual was created to help organizations in attracting, exploiting and managing volunteers and is available on the Volunteer4Greece blog.

Event: Cooperation of an NGO with the UN Department of Public Information

The first HIGGS event was successfully organized at our premises entitled: NGOs and the United Nations – Association and Cooperation of an NGO with the UN Department of Public Information.

The event was held on Thursday, 24 March 2016 and the speaker was Mr. Dimitrios Fatouros, Communication Officer for Greece and Cyprus United Nations Regional Information Centre (UNRIC). Mr. Fatouros presented the center’s activities as well as the multiple benefits arising from the association of the NGOs with the Center. At the end of the presentation, he replied to questions raised by the representatives of the organizations that attended the event.

Bootcamp March – April 2016

March 2016 – HIGGS welcomed the first participants of the Incubator and Accelerator program, starting with the training seminar |Bootcamp|, which was completed on May 25th with the exams of the participants.

HIGGS is preparing to welcome 10 more new organizations in the second round of the Accelerator program that begins on July 11th.


Within the context of empowering Nonprofit Organizations operating in Greece, HIGGS has created the two pillars Incubator and Accelerator. In the Incubator program we host individuals interested in creating an NPO, from newly established ones, or organizations that aim at rebooting themselves. The organizations participating in the Accelerator program have to be small or medium-sized NPOs with a maximum number of 40 permanent and full-time employees and they are selected based on the fundraising proposal that they submit.
